Ivan Belozertsev calls for enhanced development of public-private partnership in region

On 9 June 2018, the head of the Penza region participated in the 6th Social and Economic Forum “The Search for Province: Economy of Partnership”.

Addressing the forum participants, the governor recalled the social and economic tasks assigned to the governing institutions and agencies by Russian President Vladimir Putin.

“It is impossible to respond to these large-scale challenges quickly and effectively without public-private and municipal-private partnership,” Ivan Belozertsev stated.

“Our performance in this area is not enough, although the legal framework has been formed. We need to encourage investors in implementing joint projects and promoting public-private partnership in the region,” he directed and added that this applies not only to production sector, but also to housing and utility services, construction, education, culture, and sports.

In the sphere of healthcare, Ivan Belozertsev referred to his initiative to establish a diagnostic cancer detection centre.

“If we manage to attract an investor and the project will be carried out, we as citizens will not care about the construction price of this facility. The key thing is that this centre will provide medical services, which the population particularly needs today. You know that cancer detection improved in the region, and the Russian leader tasked to counteract oncology at the earliest stages,” the governor explained. Moreover, he noted that the embankment in the centre of Penza would be reconstructed faster with contributions from private investors.

“However, business will not come and will not work if it does not derive its benefits. Therefore, it is necessary to create projects and offer our entrepreneurs to participate in them. I hope that the forum will contribute to the development of the most effective policy on ensuring such cooperation,” Ivan Belozertsev summed up.
