The Governor took part in a meeting of the Council under the Plenipotentiary Envoy of the President in Volga Federal District held in Izhevsk on Tuesday, March 12th, 2019.
The meeting of regional leaders under the chairmanship of Igor Komarov was devoted to the issues of detection, support, development of skills and talents of children and youth and career promotion of the latter.
Opening the Council meeting, the Plenipotentiary Envoy pointed out that creation of an effective system of working with talented children and youth is one of the key objectives of educational development in 2019-2024 stated in the Decree of the Russian President Vladimir Putin № 204 of May 7th, 2018:
“Achievement of advanced results in science and production is impossible without renewal of personnel and systemic training of young specialists. The President Vladimir Putin set a clear objective to ensure vast introduction of updated curricula at all stages of professional education, to organize training of personnel for those sectors that are currently being developed” – said Igor Komarov.
Commenting on the subject matter, the Governor of Penza region informed that at the present time the region developed a variable, coordinated system of interaction of authorities, institutions and organizations, public associations intended to stimulate creative, innovative activities of youth, to support talented children.
“However, it doesn’t mean that this system is ultimate. The scope of tasks and opportunities is changing, therefore, the conditions of detection and support of talented children should alter. Currently, the functions of a coordinator of activities with highly-motivated children are performed by Provincial lyceum. This year in September the lyceum will open the Center for talented teenagers – a structure of new kind” – noted Ivan Belozertsev.
“Investments (financial and organizational) in education grow every year. It is reasonable and necessary for the development of the city, the region, the country. That is why such investing is investing in future” – commented the Head of the region on the meeting results.
Detection, support and development of talented youth should reach a new level. For this purpose the regions are instructed to create interdepartmental regional coordination councils, as well as to appoint officials to keep databanks of promising young specialists.
The activities on searching and development of talented youth are successfully tuned in Volga Federal District. In the regional rating of the results of the All-Russian Educational Contest among Schoolchildren 5 out of 10 best results are held by the regions of Volga Federal District. Penza region takes the first place in the district in the amount of participants at the school-based stage of the All-Russian Educational Contest – 85%. Traditionally high results are demonstrated also by social projects of Volga Federal District aimed at development of children’s skills and talents. The programs for development of talented physically-challenged children are implemented as well.
