Ivan Belozertsev recalled the need for reviewing and approving the Development Strategy of the Penza region with respect to the modern interpretation during the working meeting with the heads of city districts and municipalities administrations held via videoconference on Monday, January 15, 2018.
“By late February this year, the heads of city districts and sub-districts should prepare, consider and approve a list of activities under the Strategies of Municipalities to be implemented in the territories within the next three years,” the governor instructed.
“For example, Serdobsk sub-district may include such major investment activities in its Strategy of Social and Economic Development as the construction of a mushroom production plant, the establishment of a dairy complex for 10,000 head of cattle, as well as the renovation of schools within the regional programme. Its strategy may also cover the activities connected with the reconstruction of roads and pavements, the development of a comfortable urban environment, the participation of the municipality in implementing programmes for installing street lighting and upgrading water supply systems, as well as the support of small and medium-sized business enterprises”, Ivan Belozertsev specified.
The head of the region clarified that the Strategies of Municipalities should be discussed with residents and representatives of labor associations of enterprises in the sub-districts.
“We should provide people with the opportunity to make their remarks and suggestions so that our citizens participate in the process of designing the Strategy of Social and Economic Development, so that the residents understand what objectives are being addressed by the authorities now, what development trends are envisaged”, Ivan Belozertsev explained.
“Citizens’ opinions should be taken into account when adopting municipal-level strategies, feedback from the people is crucially important,” he summarized.
