1. The coat of arms of the Penza Region is an image of three golden sheaves interwoven with scarlet ribbons and placed one beside the other on the green heraldic shield. The shield is crowned with the golden Russian Imperial crown and is surrounded by the ribbon of the Order of Lenin.
2. When the coat of arms is designed, two enamels (paints) are applied: vert (green) and gules (red), and gold as a metal. Vert is a symbol of health and growth. Gules symbolises courage, strength, diligence, beauty and celebration. Gold is a symbol of wealth, stability, respect and intelligence.
3. Three versions of the coat of arms of the Penza Region are defined:
1) the complete coat of arms, described above;
2) the crowned shield, different from the complete coat of arms by the absence of the order ribbon;
3) the shield of arms, or a small coat of arms, different from the crowned shield by the absence of a crown.
In the center of the yellow stripe is a multicolored version of the full coat of arms of the Penza region. The height of the image of the coat of arms is equal to 2/3 of the width of the flag.
The green color symbolizes health and vital growth.
The red color symbolizes life-affirming strength, courage, celebration, beauty and work.
Yellow symbolizes respect and intelligence, wealth and stability, as well as light and spirituality.
