The ranking of civilian dronification of Russian regions was presented at the final board meeting of the Russian Ministry of Industry and Trade. The session was held as part of the 16th INNOPROM-2026 International Industrial Exhibition.
The assessment system was developed by the autonomous nonprofit organization “Federal Center for Unmanned Aircraft Systems” on the instructions of Russian President Vladimir Vladimirovich Putin. The goal is to assess the level of adoption of unmanned technologies and the development of the market for services using them.
The study covered 84 regions (with the exception of Moscow and the new territories), which were divided into seven groups based on their combined achievements in developing the unmanned aviation industry.
The Penza Oblast was among the constituent entities of the Federation recognized in the “Leading Region” category. The award was presented to Roman Tryalin, Minister of Economic Development and Industry of the Penza Oblast, by Anton Alikhanov, Minister of Industry and Trade of the Russian Federation.
“The Penza Oblast’s high standing is the result of systematic work to develop the industry within the framework of the Unmanned Aircraft Systems national project. Today, about 19 civilian use scenarios for unmanned aircraft systems are being implemented in the region — in agriculture, education, sports, forestry, ecology, and other areas. Further development of the infrastructure and expansion of the range of applications of unmanned systems remains one of the priority areas of work,” specialists noted.
In 2025, agricultural drones were used in the region to apply plant protection products over an area of more than 30,000 hectares; phytosanitary control (monitoring the condition of crops and fields) was carried out over an area of more than 10,000 hectares; and 400 flight hours were performed for environmental monitoring (assessing soil and air pollution) as well as for patrolling forest areas.
