The Declaration of Intent signed between the Penza regional government and the ‘Harbin Electric Corporation’

As part of the official visit in China, Ivan Belozertsev paid a working visit to the ‘Harbin Electric Corporation’, the largest Chinese power manufacturer and power plant constructor, on Wednesday, December 5th. The major issues discussed at the meeting with Si Ze-fu, the executive Chairman of the Board of the company, were investment projects in agri-business, development of trade relations and the business opportunities in gas production.

Ivan Belozertsev at first reminded of the 70 year anniversary of the date of the beginning of Russia-China diplomatic relations.

‘Over the last years ourcountries are continuing the good relations. Only this year heads of the Russian Federation and the People's Republic of China Vladimir Putin and Xi Jinping have met three times,’ he said.

‘Our region has economic and cultural links with more than 100 world countries. We have built close contacts and collaborations with different regions in China since 2001. We have established relations with the Chinese provinces of Hubei, Anhui, Heilongjiang, Jiangxi, Shaanxi, Sichuan, and municipalities Beijing, Chongqing, and Harbin,’ he explained.

Ivan Belozertsev also talked about the agribusiness industry in the Penza region, as well as the realized joint projects with Penza region and Chinese partners. He also remarked on the growing trade relations.

‘At the moment Russian regions, the Penza region in particular, experience remarkable growth in agriculture thanks to the increased government support. Our agricultural produce already exceeds the limits of the domestic market and we are ready to increase our exports and build production and processing agricultural facilities in the region using joint capital,’ commented Ivan Belozertsev.

‘At the current stage of development our region’s priority in agri-business is complex grain processing. We have an excellent supply base and a well-developed infrastructure for these projects to be successfully implemented,’ he added.

The Chinese participants expressed their eagerness to establish cooperation in the sphere of agri-business and power production. The parties also discussed the possibiltiy of joint works in gas production and gave special emphasis to the development of trade on mutually benefitial basis.

As a result of the meeting, the parties signed the Declaration of Intent, the document outlining the relations between the Penza region and the ‘Harbin Electric Corporation’. According to this document, the parties will conduct joint activities in developing investment projects related to farming, growth and processing of agricultural products on the territory of the Penza region.
