 Nowadays, it applies to businesses connected with dairy and bakery production, development of computer programmes, waste collection and disposal, etc.

 The imposed measures have had a positive effect, i.e. the number of licences issued by the end of the year increased by 30% compared to 2016 and amounted to 560.

 The greatest quantity of licences was filed in Penza (373), Penza sub-district (28), Zarechny (23), and Kuznetsk (19).

 In 2017, tax revenues from the purchase of licences rose by 1.5 times and amounted to 30.7 million roubles.

 In the 1st quarter of 2018, 333 licences were issued, which is 40% more than for the similar period in 2017. 136 licences were granted to start-up entrepreneurs.

 Ivan Belozertsev instructed to raise awareness among businessmen of opportunities for applying licence system and hold workshops to clarify the conditions of obtaining tax preferences.
In addition, the head of the region proposed to conduct on-site checks, for instance, construction crews with the view to formalising their activities.

 “Together with tax officials and local police officers, visit several new buildings where apartments are being repaired and check whether workers have documents and whether they work legally,” the governor set the target. “If the specialist or his foreman is an individual entrepreneur, if he formally and properly established the employment relationship and if he is paying taxes, it’s good, and if not, specific actions should be taken”.

 “If we begin to actively monitor this activity, businessmen will understand that it is more profitable to acquire a licence and work in a legal and responsible manner,” Ivan Belozertsev summed up.
