Vtialy Korolev, deputy head of the Federal Anti-Monopoly Service of Russia, held a meeting with the Penza government.
The main discussion point was the key figures in developing the competition and the strategic plan in this sphere.
Opening the meeting, the chair of regional government Nikolay Simonov pointed out that it was important to create favourable conditions for attracting small and medium enterprises into different sectors of economy.
‘Fair competition is the basis for the growth of economy and production in the region. Without it none of the goals can ever be achieved,’ he said.
In ensuring fair competition one has to follow the rulings adopted by the State Council of the RF.
The list contains 41 key parameters that describe the part of private ownership in the spheres of economy. It encompasses virtually all spheres and sectors of economy: agriculture, housing and utilities, transport, construction, education, healthcare, social services, and many others.
The region currently has achieved 33 parameters out of 44. The efficiency criteria have been established that will show the development in these spheres.
‘We can’t take all the credit for these achievements, it was a joint work with the Federal Anti-Monopoly Service and staff of the regional office of the service. It is thanks to this cooperation that over the last two-three years we have achieved so much of our strategic plan,’ commented Nikolay Simonov.
He described in detail the amount of work in six areas, including the services of private nurseries and schools, healthcare and social services, as well as a number of others.
‘Each government unit is answerable for a specific parameter. One must carry out the analysis, make necessary adjustments and determine the importance and the viability,’ said the chair.
The deputy head of the Federal Anti-Monopoly Service noted the positive results achieved in the Penza region.
‘The region has long been taking the steps in promoting the competition, and we see that those parameters, defined by presidential executive orders, have been largely successful. There are just a few sectors left in which there is still work to be done,’ he said.
The example of a highly positive experience in the Penza region, according to Vitaly Korolev, is the commercial fishing.
‘There are no larger rivers in the area that can offer opportunities for commercial fishery, nevertheless, you have managed to achieve tremendous dynamics in this sector - 30-40% a year is an impressive figure. We will definitely quote this as a case of successful development of competition in a specific economic sector,’ said Vitaly Korolev.
