The local government is actively imposing curbs on the practice of cash-in-hand employment in the region.
‘We should continue our preventive campaign. It is neessary to talk both to the employees and the employers about the outcomes of illegal employment, making the employers act responsibly and realise the certainty of punishment for illegal practices,’ stressed the governor.
As of 01.10.2018 the legal employment contracts have been signed with 19,667 employees, who had worked on an informal basis before, this figure constitutes 98.3% of the established control figure of 20,000 people for 2018.
Nationwide, the Penza region holds the fifth place in reducing the illicit employment and the second place among the regions of the Volga Federal District.
Over the 9 months of 2018 the municipal governments have conducted 710 inter-departmental meetings, among them 407 on-site meeintgs, where they discussed the issues of cash-in-hand employment.
During those meetings 1405 ‘untrustworthy’ employers had been interviewed, 112 company cases had been sent to the Government Labour Inspectorate of the Penza region for inquiry.
In the period from January to September 2018 the Inspectorate issued 164 rulings on legal liability under Art. 5.27, part 4 of the Code of the Russian Federation on Administrative Offenses (avoidance or failure to conclude a contract of employment).
78,8% of the employees have been confirmed to have new contracts. The taxes received by the RF Pension Fund for these employees amounted to 49.2 million roubles.
The Penza government also conducted an intensive campaign from July1st to August 1st, trying to make the public aware on the problems of illicit employment.
As a result of this campaign, 2550 people working on informal terms have concluded contracts of employment.
