The State Duma adopted in the second reading the project of the 2019 federal budget and the scheduled budget for 2020-2021.
The chairman of the State Duma reported that ‘according to the amendments to the second reading of the federal budget, in 2019 the regions will receive additinoal 100 billion roubles as a partial compensation for the expenditures connected with higher salaries for some jobs, as prescribed by the presidential executive orders.
36.1 billion roubles will be given additionally from the federal budget for creating places in childcare centres for 1.5-3 year old children. The total sum allocated for these expenditures is 60 billion roubles. 3 billion roubles will be given for creating places for school children in village schools. The total for spending on secondary schools amounts to 49 billion roubles.
25.6 billion roubles will be spent on healthcare organizations for cancer patients. 1.7 billion roubles will be allocated for creating and developing the surgeries and maternity wards in smaller villages with the population between 100 and 2000 people.
The financial support from the federal budget will total 2 trillion 272 billion roubles in 2019, 2 trillion 319 billion roubles in 2020 and 2 trillion 300 billion roubles in 2021.
Chairman of the State Duma stressed that the amendments to the budget are aimed at supporting the regional opportunities and increasing the quality of life and social protection of people.
The chairman of the State Duma also said the the farmers’ compensations for higher fuel costs will be discussed by the State Duma when working on the amendments to the 2018 budget.
‘We will certainly discuss that, and not even in view of the 2019 budget, but while working on 2018 budget already,’ promised the Speaker of the Russian parliament.
Vyacheslav Volodin reminded that the question of farmers’ compnsations connected with the rise of fuel costs was stated in the resolution of the State Duma, but it has not been brought to life in full.
‘We have not done what we wanted to achieve, and now is the time to settle the problem, as only 5 billion roubles was spent on compesations for higher fuel costs to agricultural producers, while the resolution mentioned 12 billion roubles,’ he said.
