The Chairman of the State Duma examined “Favourite” community during his working visit to Penza on Saturday, July 27th, 2019.
In 2017 in the framework of the project “Forming a comfortable municipal environment”, the yard of this housing estate was voted the best practice of yard improvement. Over 2,5 ha out of total 12 ha taken by the community are allocated here for a park. It is planned to build 12 multistorey apartment blocks out of which 7 have already been built.
“We wanted to design the yard the way it would be interesting for children, as well as for their parents and grandparents, - told the general manager of “Risan” construction group Sergey Lisovol to Vyacheslav Volodin and Ivan Belozertsev. – Children’s playgrounds and sports grounds, flowerbeds, bicycle and roller skating lanes, training devices – everything is designed for apartment block dwellers to go out of their apartments, come to the yard, communicate and spend more time together”.
Vyacheslav Volodin emphasized that the standards of apartment block area improvement implemented here must be widespread, not just in Penza and the region, but everywhere in Russia.
“We shall fix these standards at the legislative level. What is done by one of Penza’s companies is possible to be made a standard: during the design of micro-districts and complex development of the area one must take care of not just issues of the social sphere, such as proximity of a kindergarten, a school, a hospital and grocery stores, but also of an opportunity for people’s recreation”, he said emphasizing that everyone must have opportunities for leisure – children, families and elderly people.
“It is not the accommodation that should be sold, but the good mood, the opportunity to go out with your children and have fun. This is not simply a modern approach, this approach will be widespread, it is a global trend”, pointed out Vyacheslav Volodin. He noted that the format when apartments were sold without any recreation zones was obsolete and would soon be gone.
The Governor informed the Speaker of the State Duma that all playgrounds utilized only safe covering with maximum protection from children’s injuries.
“I’ve made a decision that we won’t take over a single project without such covering, - noted Ivan Belozertsev. – Not a single company operating in the region uses asphalt on children’s playgrounds, only safe covering”.
He also informed that “Favourite” community was not the only micro-district with a complex approach to improvement. The list of such districts includes “Sputnik” town, which has already become a local sight.
