A meeting on the implementation of the idea to award the Russian Federation honorary title of "City of Labour Valour" was held in the Penza Oblast government.
The draft law 'On the Russian Federation honorary title of the 'City of Labour Valour' has already been adopted by the State Duma in the final reading and approved by the Federation Council of the Federal Assembly of the Russian Federation," Ivan Belozertsev stated. "The title will be given to the Russian cities whose residents made a significant contribution to achieving Victory in the Great Patriotic War, ensuring uninterrupted production of military and civilian products and demonstrating mass labour heroism and selflessness."
The head of the region noted that during the wartime the Penza Oblast became a major centre of evacuation industry of military-industrial complex enterprises. The contribution of the region, its residents and labour collectives to the Victory got state awards.
"According to the law, proposals for awarding 'City of Labour Valour' title are made by public associations. Today the idea belongs to the Penza regional branch of all-Russian political party 'United Russia' Penza Oblast Council of Veterans (Pensioners) of War, Labour, Armed Forces and Law Enforcement Agencies and to the Penza regional branch of the Public movement "Victory Volunteers", the Governor added.
Deputy Prime Minister Oleg Yagov reported to the head of the region that the Penza Oblast natives who support this initiative have already contacted him.
"We will have to carry out serious preparatory work to systematise all the arguments in favour of Penza. The most important thing is to confirm the merits of Penza and Penza residents with documents. I ask you to involve public organisations, young people, veterans, historians and archivists, the expert community, and the media in this work," Ivan Belozertsev concluded.
Public organisations will be able to apply officially to the Penza City Duma with a proposal to award Penza with the honorary title 'City of Labour Valour' after the relevant law is signed by the President of the Russian Federation and takes into effect. If this idea is supported, the Penza City Duma should send a proposal for awarding Penza the honorary title 'City of Labour Valour' to the regional government and the Penza Oblast Legislative Assembly. After that, it will be decided to send an appeal to the President of the Russian Federation.
