Nikolai Lagutkin was born on January 2, 1934 in the village of Mezhdurechye, Kamensky district, Penza region in the family of a collective farmer. In 1953 he graduated from high school, started education in the Penza Agricultural Institute. In 1953 he completed his studies at the institute and was sent to work in the Kolyshleisky district of the Penza region, in the state farm named after Ilich.
The work life of this man is estimated at 56 years, of which the last years he has been working as a director for scientific work of Penzagroremmash LLC. The high organizational skills of Nikolai Lagutkin opened in the post of first secretary of the Penza district party committee. For ten years of work in the region (1970-1980), the basic funds of the district grew more than threefold, grain production increased by 1.4 times, meat - by 2.3 times, milk - by 2.1 times. Actively conducted the construction of housing, schools, clinics, recreation areas.
The accumulated rich experience of work allowed Nikolai Vasilyevich in 1981 to become the secretary of the regional party committee and head the agriculture of the Penza region. Under his leadership, the industry has been developing dynamically for ten years. From losses of 207.6 million rubles in 1980, agricultural producers came to a profit of 354 million rubles. The profitability of the region's agriculture reached 23.6%.
