The meeting on the development of the light industry cluster of the Penza region and measures of state support was held on Monday, September 11, 2017.
Members of the regional government, heads of the city administration, representatives of specialized educational institutions, industrial development institutes in the territory of the subject of the Russian Federation, heads of enterprises of the industry took part in the discussion of the effectiveness of the previously developed measures of state support for regional light industry.
Opening the meeting, the head of the Penza region noted the importance of developing small and medium-sized garment production, especially in rural areas, from the point of view of ensuring employment of the population.
"I am sincerely interested in the development of the sewing cluster, since I consider it a promising direction in the structure of the region's economy. In this sphere, it is possible to create jobs quickly enough, this requires less expensive costs than in other industrial sectors, "Ivan Belozertsev explained.
"And to increase the volume of output can be quite fast - for example, according to the results of 7 months of this year, clothing production in the region increased by 70% compared to the same period last year. I think that it is necessary to support the sewing industry, "he said.
During the meeting, reports were heard on state aid measures implemented by the Cluster Development Center, the regional ministry of industry, transport and innovation policy, the Industrial Development Fund of the Penza region and the regional ministry of economy. Entrepreneurs expressed their views on the degree of effectiveness of the types of state support provided, voiced proposals on a given topic.
The constructive business initiatives of representatives of the light industry, received during the discussion of the above issues, will be taken into account when further supporting the industry in the region.
At present, the garment industry can, in particular, take advantage of preferential microloans and guarantees of the microcredit organization "Guarantor". The maximum loan amount is 3 million rubles, the maximum loan term is 3 years. Funds are provided for the development of entrepreneurial activities, namely, replenishment of working capital, purchase of production equipment and vehicles, purchase of real estate, construction and installation and commissioning.
The "Guarantor" also implements a program of providing guarantees for liabilities of small and medium-sized businesses under credit agreements to creditor banks. The guarantee is provided as security for the fulfillment of obligations by small and medium-sized business entities to the creditor in the amount up to 70% of the loan amount, but not more than 25 million rubles.
The Center for Entrepreneurship Support in the Penza region specializes in the implementation of training programs, attracts professional business trainers for seminars.
In addition, he organizes business missions to various cities in Russia. Until the end of 2017, two business missions are planned - to the cities of Voronezh and Ulyanovsk. If the Penza businessmen have an interest in cooperation with the enterprises of these regions, they can apply to the Center for Entrepreneurship Support - for the representative of the business there will be organized the exit to the region, negotiations with the enterprises - potential partners.
