The plenipotentiary of the President of the Russian Federation in the Volga Federal District, the Minister of Finance of Russia and the Governor of the Penza Region summed up the results of the meeting of the District Council, on Friday, September 29, 2017.
According to the plenipotentiary representative of the head of state in the Volga Federal District, at the meeting of the Council with governors, priorities in the sphere of budgetary and fiscal policy were discussed.
"On the one hand, we see economic growth and tax revenues in the regions, the investment process is quite active," - the presidential envoy to the Volga Federal District said.
"On the other hand, a number of legislative decisions have been adopted at the federal level that affect the level of subsidies from the federal center. At the same time, there are various mechanisms in the work that governors shared with the meeting, including with the involvement of investments. There is a practice in the regions of finance that has been developed in the regions, which can be used, " - he explained.
According to Anton Siluanov, Minister of Finance of the Russian Federation, the Volga Federal District is characterized by a number of strong subjects from the Russian Federation that have stable budgets and their high quality.
"There are also a number of regions that are actively developing investment and entrepreneurial activities. We are talking about working on the platforms of technology parks, special zones of economic development, where tax preferences are provided, which helps attract investment, "the head of the RF Ministry of Finance specified.
"This is Tatarstan and the Ulyanovsk region. The Penza region is also doing a lot in this direction, " - he concretized.
According to the Federal Minister, since in some regions there are no raw materials, the economy is being developed by creating favorable conditions for investment activity.
"In the Penza region, they do it," - Anton Siluanov noted.
Ivan Belozertsev confirmed the words of the Minister of Finance of Russia.
"In 2016, the budget of the Penza region additionally received in the form of taxes 6 billion 380 million rubles. This is the 8th place in the Russian Federation in terms of growth in revenues to the regional budget, " - the Penza governor said.
Recall also that today the Council of the District was informed that the Penza region was named among a number of subjects of the Russian Federation, which demonstrated demonstrative rates of economic growth and increase in the revenue side of the budget. According to the Federal Minister of Finance, in this regard, the Penza region will receive additional funds for development.
"We will discuss when approving the budget for the next fiscal year, what exactly to send additional funds to the Penza region - to repair schools, hospitals, the implementation of investment projects, which also give us tax revenues to the budget. Together with the deputy corps, with our citizens, we will make the right decision, " - summarized Governor Ivan Belozertsev.
