As reported by the Minister of Culture and Tourism Sergey Bychkov, constant work is underway on the "accessibility passports" of cultural institutions. Ramps and special removable thresholds for wheelchair users are being set up, touch signs are being placed, and special exhibits are being made to be used by visitors with health restrictions.
The number of events available to people with special health needs is growing. In terms of the number of museum events in 2023, the growth was more than 23%, library events increased by 16 %, and cultural and leisure institutions by 4 %.
As part of the Culture national project, a comfortable and safe environment for people with disabilities is organized, allowing them to navigate more freely in the premises. The Lermontov Regional Library has organized information and library services for people with visual disabilities.
The Penza Art Gallery uses special sound equipment for the hard of hearing, and the permanent exhibition contains copies of famous paintings in 2D format. The Local History Museum offers adapted museum tours for visitors with hearing and visual impairments.
Adapted programs for children with disabilities are being implemented in 21 children's art schools in the Penza Oblast.
The Ministry of Culture and Tourism of the Penza Oblast and tour operators have tested the inclusive excursion route "Past and Present of Penza". Guides who conduct sign language guided tours are being certified.
"It is very important to continue this work systematically, to create a truly accessible environment in cultural institutions, so that nothing interferes with the organization of leisure activities for people with disabilities," Oleg Melnichenko stressed.
It is recommended to use the rich experience of the Kvartal Lui organisation in attracting grant support for the implementation of cultural initiatives for children and adolescents with disabilities.
