Penza’s performing arts groups have been increasingly touring neighboring regions and nearby foreign countries.
Over 10,000 spectators in Belarus have had the opportunity to experience performances by leading professional ensembles and artists from Penza Oblast. Among them are:
The "Kazachya Zastava" Song and Dance Ensemble,The "Guberniya" Russian Folk Instruments Ensemble, Singer Marta Serebryakova,The "Express-Band" pop-jazz ensemble (Penza Concert Hall),
The "Theater of Pop Music" (Penza Officers’ House Center for Cultural Development).

"Penza Oblast is home to a wealth of unique and diverse professional artistic groups. One of the results of our cooperation and implementation of agreements with the Republic of Belarus is the annual participation of our performers in major events and festivals, such as:
The Motolskiya Prysmaki International Folklore Festival,
The Dazhynki Harvest Festival of Rural Workers,
The Bierastseyskiya Sani Regional Festival,
And many others,"
explained Larisa Ryabikhina, Deputy Chairman of the Penza Oblast Government.
As part of reciprocal visits, performing groups from Belarus have also performed at cultural venues across Penza Oblast. Since 2023, residents of Belinsky, Bessonovsky, Zemetchinsky, Luninsky, Mokshansky, Serdobsky, and Spassky districts have had the chance to enjoy concerts by Belarusian artists, attended by over 12,000 people.
Since 2023, Penza Oblast has participated in the "Belaya Vezha" International Theater Festival in Brest. The Penza Drama Theater presented "Deniska’s Stories", directed by Nikita Kuzin. A year later, the Officers' House Fashion Theater performed "The Tale of the Four Dragons, or Elegant Asia." Negotiations are currently underway for the Doctor Dapertutto Theater and "Kirillitsa" to take part in this year’s festival. In return, the Belarusian State Academic Music Theater has toured Penza.
In 2025, Penza Oblast plans to host over 10 international-level cultural events. The highlight will be the "Abashevskie Uzory" International Festival of Traditional and Contemporary Ethnic Arts, scheduled for August 1–3, 2025, featuring performers from Egypt, Iran, Qatar, South Africa, China, and India. The festival is expected to become an annual event.
