A trilateral Agreement of Cooperation was signed on a meeting of the Governor of Penza region Ivan Belozertsev with the director general of the “Agency for Strategic Initiatives” Svetlana Chupsheva and the director general of the Union “Agency for Professional Communities and Personnel Development “Young Professionals (World skills Russia)” Robert Urazov in the framework of Saint-Petersburg International Economic Forum on Thursday, June 6th, 2019.
In 2019, in compliance with an ordinance of the President of the Russian Federation, Penza region has begun adopting a regional standard of staffing for industrial growth. The Head of the regional executive power informed the participants of business negotiations about it.
“Upon signing of the said Agreement of Cooperation between the “Agency for Strategic Initiatives”, the Union “Agency for Professional Communities and Personnel Development “Young Professionals (World skills Russia)” and our region we intend, as it is supposed to be done, to approve “the roadmap” of regional standard adoption”, said Ivan Belozertsev.
“Penza region has already started developing a Staffing Strategy – the document is being elaborated by local Institute of Regional Development. It is also decided that the function of a coordinating council will be assigned to the Council for Economic and Investment Policy. The regional coordinator of the standard’s adoption process will be the Ministry of Education of Penza region. The coordination of medium and long-term staffing requirements planning will be performed by the regional Ministry of Labour, Social Security and Demography”, he explained.
Penza region entered the “World skills Russia” movement in 2013. In the region there is an active coordinating center of the World skills movement. Every year, starting from 2014, Penza holds regional championships by World skills standards increasing the number of competences annually.
“Since 2018 Penza region has appropriated over 20 million rubles per year from the regional budget to renew the material and technical base of colleges according to World skills standards”, specified the Governor.
In 2019 Penza’s championship embraced 20 competences. The winners of the regional championship took part in the qualifiers and the national finals. Penza region was represented by students up to 25 years old and the elder generation of 50+ years old.
Last year Penza region also actively participated in an educational guidance project for high school students “Ticket to the future”.
In 2019 students of Penza’s colleges will take demonstration exams by World skills standards for the first time.
In September there will be held IV Regional Championship in professional skills among physically-challenged and handicapped people “Abilympics”.
In the course of implementation of the “Young professionals” federal project being a part of the “Education” national project and the corresponding regional project, based on the results of a call for proposals by the Ministry of Education of the Russian Federation, there will be equipped 10 workshops by World skills competences in Penza region, financed from the federal budget and co-financed from the budget of Penza region.
