The Chairman of the State Duma visited “Betonium” factory during his business trip to Penza on Saturday, July 27th, 2019.
Penza’s house-building plant is the largest industrial house-building enterprise in Volga region. The technologies applied in production, which are a joint development of leading Italian engineers as well as Russian experts and designers, are unique for Russia.
Today the plant produces stacks for construction of multistorey apartment blocks. Later on, it will become possible to use the frame-panel technology for building shopping centers, schools, kindergartens and other infrastructure buildings.
During the meeting, the managers of the enterprise addressed Vyacheslav Volodin with a request to consider at the legislative level an opportunity for regional developers - companies of full cycle – of introducing a term “regional systemically important developer” (jointly building at least 150 thousand square meters of accommodation), implementing projects of complex area development. Another request was to set a degree of project readiness of 6 % giving the right to attract shareholders’ funds without escrowing.
This measure will boost the finishing of many problem projects and expand the capacities of regional developers.
At the present moment, the systemically important developers with the right to attract shareholders’ funds without escrowing including for projects with 6% of readiness are only those companies building jointly at least 4 million square meters of accommodation.
Vyacheslav Volodin supported the proposal and promised to work this issue out.
“Betonium” employs about 280 people. The company’s production capacity is 200 thousand square meters of housing per year. The company holds a patronage certificate of the Governor of Penza region.
“The President of Russia have set major tasks for us within the national project. Putting this plant into operation will enable Penza to successfully complete those tasks as well as to help neighboring regions”, said Ivan Belozertsev.
“The application of new technologies will improve the quality and decrease the terms of putting apartment blocks into operation. Such house-building plants are the future”, - said the Chairman of the State Duma adding that earlier a lot of frame production had been performed directly on the construction site, which had often been quite challenging due to adverse weather conditions and low temperatures.
“Through developing of such high-tech productions and enterprises the regions will also develop”, emphasized Vyacheslav Volodin.
The Speaker of the State Duma and the Governor of Penza region spoke with the plant’s employees among which was the holder of the title “Best bricklayer of Penza region” Alexander Radaykin.
“Every year we hold professional skills competitions, - recounted the Head of the region. – The competition “Best in business” includes 10 nominations; each winner receives a car. It is obligatory for representatives of the construction sector – bricklayers and plasterers – to take part in the competition; they demonstrate their professional skills at projects to be shortly completed. We are improving the image of the job showing how important and needed they are for the region, showing that the authorities support them”.
