It should be recalled that at a meeting chaired by Dmitry Medvedev in Ekaterinburg, Evgeny Dietrich, the minister of transport of Russia, claimed the leaders in implementing the national project “Safe and High-Quality Highways” were Belgorod, Samara, Vladimir, Voronezh, Penza, Tambov, Tula, Murmansk and Ulyanovsk regions, as well as the Udmurtia and Chechen Republics.
The Penza’s agglomeration has taken part in the project since its beginning in 2017 holding the leadership for all three years.
“It is the result of project work by system ”, commented Ivan Belozertsev.
“We immediately established a project office “Safe and High-Quality Highways” under the leadership of Nikolay Simonov, the chairman of the Government of Penza region, which, apart from the responsible officials, included executives of the Regional Department of Motor Vehicles and Traffic Control, expert examination and project organizations, All-Russian People’s Front. Every week there is a meeting of the office where objectives are set and emerging issues are solved. At least once a quarter the meetings are attended by managers of contracting organizations who report about works carried out”, informed the Governor.
The Head of the region associated successful implementation of the priority and national project with the beforehand preparation of a list of objects subject to renovation and the development of construction documents.
“In the Autumn 2018 the list of objects subject to renovation in 2019 was compiled and approved, the construction documents were prepared, thus enabling to hold tenders and to sign contracts on object renovation in the early next year. The contracting organizations commenced road works immediately as soon as the weather turned favorable. In 2019 these practices have continued. The list of objects has been approved. The construction documents have been prepared. We have affirmative decisions overs all objects”, said Ivan Belozertsev.
The monitoring of the SHQH project works is carried out at several stages: control by contractors themselves, control by the mobile road laboratory of the regional department of construction and road management, control by technical supervisory agencies, public control.
The indicators of the national project implementation are also under monitoring and control. In 2020, it is planned to fulfill all indicators also before the deadline.
