On November 8th, in Moscow, Sergey Kapralov, the Minister of Economy of Penza region had a meeting with Milena Arslanova, the director of the department of investment policy and entrepreneurship development of the Ministry of Economic Development of Russia.

In the course of the meeting, the executives discussed topical issues of implementing the national project “Small and medium entrepreneurship and the support of the sole entrepreneurial initiative” in Penza region.

In particular, the case in question was the reconstruction of “Soyuz” industrial technopark and “Master” industrial park. Sergey Kapralov informed that on the Governor’s ordinance all the necessary documents for applying for federal funds, including construction documents, had been prepared. Milena Arslanova confirmed that for this purpose 490 million rubles were provided to be assigned to Penza region in 2020.

Also, the minister reported about the achievement of target indicators set for the region within the national projects and on the forthcoming opening of “My business” center where entrepreneurs would be able to consult in one-stop regarding issues of crediting, taxation, accounting, legal aspects, to pass training in business starting and running, as well as to register sole entrepreneurship and to learn about support measures and ways to use them.

During the meeting, Sergey Kapralov brought up a question about the readiness of Penza region to participate in the new taxation for self-employed citizens which would legalize the work of many self-employed regional residents without collecting and submitting a bulk of various documents and would give an opportunity to “exit the shadow”.

The said tax treatment for the self-employed provides for that the citizens rendering paid services without hiring wage workers have to deduct 4% from their income when working with physical entities and 6% - when working with companies.

The national project “Small and medium entrepreneurship and the support of the sole entrepreneurial initiative” has been launched by the Decree of the President of Russia of 07.05.2018 No. 204 “On national goals and strategic objectives of the development of the Russian Federation till 2024”. The project is aimed at developing, improving and supporting business as well as making entrepreneurship popular among the population.
