The document was signed by Ivan Belozertsev, the Penza Oblast Governor, and Mikhail Petrov, First Deputy CEO of RusGrain LLC, on Friday, February 26, 2021.
The project is implemented by the Penza Oblast government, the People's Government of Heilongjiang Province and the RusGrain Russian-Chinese agro-industrial group. Russian Railways, Transkonteyner PAO, RusGrain LLC, Chinese Railways (Harbin Railway) state corporation and Chongqing Splendid North Industrial Co. Ltd (the Chinese branch of RusGrain Holding) are also participating in the project.
To develop cooperation between the Penza Oblast and China further, it is planned to build two transport and infrastructure complexes in the Penza Oblast: one near Lunino railway station and the other - near Penza-2 railway station.
The timeline signed today confirms Russia's interest to develop cooperation with China. It reflects the main stages of organising the construction of logistics facilities in the Penza Oblast.
When opening the meeting, the Governor noted the importance of the document for further increase of Penza manufacturers' products export volumes.
"The signing of the schedule can rightly be called the start of a project of international importance. Today the Penza Oblast is increasing exports faster and faster. It is the task set by the President of the Russian Federation," he stated.
Ivan Belozertsev recalled that in 2020 the region's foreign trade turnover increased by 26%, exports - by 31%, with food products and production equipment prevailing in the export pattern.
"Your company supplies goods produced in the Penza Oblast to the People's Republic of China, Tajikistan and Lithuania, and it is one of the few Russian companies that delivers agricultural products from warehouse to warehouse," he stressed the role of RusGrain in the development of the region's foreign economic relations.
Mikhail Petrov confirmed the company's intention to cooperate with Penza agricultural producers further, noting that other areas of supply, including to Central Asia, are actively developing.
"We badly need to conduct joint activities: the agriculture of the Penza Oblast is developing at a good pace. We plan to continue increasing production. Goods need to be sold in Russia and exported abroad," the head of the region concluded.
