On Thursday, November 25, 2021 the Governor took part in the meeting of the headquarters of the RF Government Commission for Regional Development.
The implementation of the programme of secondary general education institutions overhaul was discussed via videoconference under the chairmanship of Marat Khusnullin, Deputy Prime Minister of the Russian Federation.
Opening the meeting, he spoke about legislative changes in the field of construction and stressed the need to fulfill the President's instructions to implement the federal programme for the overhaul of schools in the regions. Marat Khusnullin asked to increase the number of regional applications for federal budget funds and to eliminate legal and organisational barriers to work quickly and effectively, comply with the deadlines for the preparation of design estimates and technical specifications for buildings to be repaired. He also instructed to make a waiting list to include schools in the federal overhaul programme. It was noted that two-year repair works are also allowed.
According to Oleg Melnichenko, in the Penza Oblast, as part of the selection conducted by the RF Ministry of Education, an application has been submitted for 2022-2023 for the provision of subsidies from the federal budget to co-finance expenses in this field.
"In total, over the next two years, with federal funds involved, we plan to repair more than 23 Penza schools. At least 11 of them will be overhauled the next year. About one billion rubles should be allocated for this purpose in two years," the Governor said.
"We are talking about general secondary education organisations located in the regional centre, as well as other urban and municipal districts. We will pay special attention to the modernisation of schools in rural settlements. These are in urgent need of major renovation, so they made up the majority in our application for federal funds," Oleg Melnichenko stressed, adding that applications are being accepted and those schools that have documentation ready in the very near future will also be applied for participation in the selection for federal subsidies.
