Governor Stresses Need to Ensure Safety of Motor Transport Facilities in Winter

Oleg Melnichenko announced his instructions at a briefing session in the Penza Oblast government on Monday, November 29, 2021.

According to Aleksandr Grishayev, the Penza Oblast Minister of Construction and Road Management, 32 state contracts have been signed for the maintenance of more than 3,600 km of public roads of regional and inter-municipal significance.

In the period from 01.10.2021 to 01.11.2021, work on the road preparation for winter was completed. Patching, roadside planning, grass mowing, repair of artificial structures and filling cracks with bitumen were carried out. The readiness of equipment and mechanisms to work in winter conditions has been checked. Contractors have been assigned tasks for the transition to the winter mode of organising work on road maintenance. More than 300 thousand tons of sand-salt mixtures were prepared.

At the meeting, the Governor drew attention to the need for quick measures taken during precipitation, in particular, to remove snow from roads in timely manner and to do the road precoating.

"This will directly improve the quality of roads and help reduce the number of accidents," Oleg Melnichenko stressed.

"It is necessary to identify 'snow-dependent' - dangerous road sections and to deal with them first of all. Those are ascents, approaches to pedestrian crossings, curvatures of the roadway, bridges. They all require special attention," he listed.

The Governor ordered to organise the interaction of executive authorities with dispatching services, representatives of traffic police units and the Ministry of Emergency Situations and to comply with the requirements of regulatory documents on the fencing of road work sites in winter.

The services in charge should take control of the signing and implementation of municipal contracts. The Governor put a special emphasis on the preparation of snow removal equipment. Currently, the total number of available machines is over 500.
