Oleg Melnichenko announced this instruction at a briefing session in the regional government, held via videoconference on Monday, November 29, 2021.
Aleksandr Basenko, head of the Penza city administration, reported that at present, resource-supplying organisations in the regional centre have not completed the improvement of 391 territories after earthworks. Most of them are to be improved by the Mordovsky branch of TPLUS and Gorvodokanal.
"Due to the onset of adverse weather conditions and the impossibility of high-quality restoration of the ruined landscaping, works on the restoration of asphalt and soil pavement on most of the territories in question will be postponed to spring 2022. In accordance with the rules of excavation, such works should be completed by May 9, 2022," he explained.
In winter, resource-supplying organisations in charge will make up temporary coatings.
"Organise the work in shifts, including on Saturday and Sundays, as long as the weather is fine enough," Oleg Melnichenko ordered.
"Actually they did a great job - they replaced more than 50 kilometers of networks and put 14 central heat supply stations under reconstruction. But, on the other hand, we have not worked on such volumes for a long time, that is why we now lack time and resources," he stated.
"Let's finish all the work, take personal control, invite the management of the Mordovsky branch of TPLUS. There are not so many territories left, they need to be restored, so organise work in three shifts and on weekends," he set the task to the managers in charge.
In addition, he ordered to synchronise the timing of the utility systems repair with the dates of the necessary equipment deliveries.
"Now it is necessary to organise logistics well enough, to start works planned on 2022 in January-February taking into account today's experience not to repeat the same mistakes. We also have to attract more forces and funds to implement the works," the head of the region stressed.
"And now complete all the works ensuring their quality control, so that in the spring, each territory with temporary coatings was well-improved, with lawns, pedestrian paths, asphalt pavement restored permanently," Oleg Melnichenko summed up.
