Oleg Melnichenko reminded about this task at a briefing session in the government with the participation (via videoconference) of the heads of municipalities and city districts, on Tuesday, February 15, 2022.
Roman Kalentyev, Minister of Agriculture, reported on the implementation of the "Agricultural Products Export" regional project and clarified that the it is being implemented in accordance with the Decree of the President of the Russian Federation "On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024."
The Penza Oblast is a major producer of food, and not only fully meets its own needs, but also supplies products abroad. Food produced in the region is sent to all RF regions and to 31 countries, including former Soviet republics and others. In 2021 the Penza Oblast started to export products to Angola, Congo, Liberia, Israel and the Netherlands.
According to Customs statistics for 2021, the number of exporters amounted to 139 or 165.5% compared to the previous year (mostly thanks to the the confectionery industry enterprises).
The Governor pointed out the need to significantly increase the export volume of agricultural products undergone deep processing.
"Only deep processing gives us the necessary added value and, accordingly, increases the contribution of the agro-industrial sector to the gross regional product. It is necessary to focus on this," Oleg Melnichenko stressed.
"The export component is very important, because ultimately we have to enter the world markets and keep the positions Russian agricultural products now have. By 2022, we have an indicative of $141.6 million. Among the measures of state support for agricultural exports, we allocated 36.3 million rubles to subsidise the increase in the production of oilseeds. Also there are subsidies for the construction and modernisation of elevators, the purchase of machinery and equipment for them – it is about 32.6 rubles. We need elevator capacities," the head of the region informed.
The Governor also announced the figure of this year's total amount of state support for Penza agricultural exporters -  almost 69 million rubles (as part of the regional project).
"Take this under control," the Governor instructed the Minister of Agriculture. "We need to ensure the target of 2022 – this is your task."
Moreover, Oleg Melnichenko ordered to provide more information to Penza agricultural producers so that not only large agricultural holdings, but also farmers could get state support.
