The 3rd Congress of the All-Russian Association for Development of Local Self-Government (VARMSU) was held in Moscow on Tuesday, May 17, 2022.
A report on the activities of the association for 2019-2021, the issue of amendments and additions to its charter, as well as the election of the deputy Chairman of the Supreme Council and the Chairman of the Board of the VARMSU was submitted for consideration by the participants of the congress.
Andrey Shevchenko, Chairman of the Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government and Northern Affairs, became the Deputy Chairman of the All-Russian Association for the Development of Local Self-Government. Ivan Tsetsersky was re-elected Chairman of the Board.
Oleg Melnichenko, First Deputy Chairman of the Supreme Council, supported both candidates. He approved of the results of the association's activities on the organisation of inter-municipal cooperation, consolidation and using the best municipal practices.
The governor also noted the large-scale work on collecting opinions on the new draft law on the general principles of the organisation of local self-government. The expert marathon of VARMSU launched a nationwide discussion at all levels of government. The marathon was attended by federal and municipal experts, representatives of the RF Ministry of Justice, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Construction, the Public Chamber, the State Duma, the Federation Council, as well as councils of municipalities of Russian regions.
In addition, more than 100 reviews of individual local self-government bodies and 8 all-Russian and interregional organisations (associations and unions) that are members of the VARMSU were submitted to the Association. In total, over 1000 proposals were considered.
"As the first deputy chairman of the All–Russian Association for the Development of Local Self-Government and as the head of the Penza Oblast, I am sure that when considering the bill, it is necessary to take into account all the nuances that affect the standard of living of people, their willingness to be involved in solving local problems," Oleg Melnichenko stressed. "The success of the country's socio-economic development largely depends on building an effective system of interaction at the federal, regional and municipal levels."
