Penza Oblast ranks 1st in the Volga Federal District and 8th in Russia in terms of the share of small and medium-sized businesses in the gross regional product. The business density is 34 entities per 1000 residents of the region.
Comprehensive assistance is provided to businesses, and conditions for an easy start and comfortable business activity are formed as part of the national project "Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative".

"Creating favorable conditions for the development of self–employed citizens’ businesses, and start-up entrepreneurs is an important factor in strengthening the economy and social stability. Therefore, the state continues to provide assistance to small businesses and promotes their growth," Oleg Melnichenko explained.

"In 2022, about 121 million rubles were allocated for the development of individual entrepreneurship," the governor said.

The Penza Oblast Entrepreneurship Support Fund conducts educational events for citizens who want to try their hand at entrepreneurship, and for existing business owners and the self-employed, and provides assistance in promoting goods and services. In November, with the assistance of the regional Entrepreneurship Support Fund, business trips to Ulyanovsk and Yekaterinburg were conducted.

The Fund helps with advertising, creating websites, promotion of products on marketplaces such as Wildberries and Ozon. Also in 2022, three fairs for the self-employed were organized in the Kollazh shopping mall in Penza, and about 60 self-employed entrepreneurs took part in the events. A New Year's Fair for the self-employed is scheduled to be held in December. This year, about 4,000 citizens have already used the Fund's services.

In total, more than 200 thousand people currently work in the business sector, which is one third of the employable population of the region. The number of citizens employed in this field is constantly growing, it has increased by 5% since the beginning of the year.

In addition, more than 28 thousand self-employed people operate in the region, which is two times more compared to the same period last year.
