Penza To Build Tunnel for Engineering Communications Using DOM.RF Bonds

Oleg Melnichenko presented the project for the construction of utility networks at a meeting of the Government Commission for Regional Development in the Russian Federation chaired by Deputy Prime Minister Marat Khusnullin on Thursday, February 2, 2023.
Opening the meeting, the Deputy Chairman stressed the relevance of the topic of housing and communal services development.
"The renovation of utility networks today is under special control of the Government of the Russian Federation," he said. – Therefore, in the regional programs of modernization of municipal infrastructure systems, the emphasis is placed on updating tunnels. Just today, we have approved 21 draft programs with federal funding of more than 26 billion rubles, more than 3.2 thousand networks will be built or reconstructed in the regions in the next two years, as well as 40 production facilities. Thus, we plan to improve the quality of public services provided for more than 673 thousand citizens."
Marat Khusnullin also added that the Board approved a total of 38 projects of regional programs with a total amount of federal funding of more than 46 billion rubles.
"The construction of a sewer collector from Serpukhovskaya Street to Kirpichnaya Street is the first project in the Penza Oblast proposed for implementation using the mechanism of infrastructure bonds of DOM.RF," the governor stressed.
"The total budget is 320 million rubles, the amount of planned loans is 320 million rubles, construction is scheduled to begin in the 1st quarter and will be completed in the 4th quarter of 2023. The total length of the collector tunnel is 1.8 kilometers," he explained.
The new facility will allow to introduce 142 thousand square meters of housing on the territory of promising microdistricts of Penza by 2024, improve living conditions, ensure the availability of engineering infrastructure, and increase the comfort of Penza residents.
Director of the Infrastructure Bonds Division DOM.RF Federation Aleksandr Aksakov confirmed the effectiveness of this financing mechanism for infrastructure facilities.
"The Russian Federation already has 35 infrastructure projects in 19 regions. It is important that this tool is useful for all parties: developers attract "long" and "cheap" money, regions get the opportunity to launch large-scale territorial development projects, and comfortable living conditions are created for Russians. In Penza, almost 2,000 families will feel the effect of using the mechanism," he stated.
Marat Khusnullin supported the proposal of the head of the Penza Oblast.
"This is a good, positive example when infrastructure bonds are directed to the construction of utility networks," the Deputy Prime Minister emphasized.
The regional program for the modernization of municipal infrastructure systems was also funded by Territory Development Fund, and it is planned to build 164.9 kilometers of networks.
The objects include artesian wells in two settlements of the Serdobsky district - the village of Sazanye and the village of Zeleny Dol, and sewage treatment plants in Bessonovka.
"The total cost of the program is 1 billion 324 million rubles, including money from the Fund – 1 billion 15 million rubles, and money from the Penza Oblast budget – 216 million rubles, and the local budget – 93 million rubles," the governor specified. Oleg Melnichenko noted that the quality of services for 22 thousand residents of the Penza will improve due to the federal support.
