The head of Penzastat Maksim Ukhanov talked about this during a joint briefing with the Minister of Economic Development and Industry of the Penza Oblast Almaz Khakimov on Thursday, February 16, 2023.
The main indicators that characterize the socio-economic development of the region were announced in the Government.
The head of the Federal State Statistics Service for the Penza Oblast paid special attention to industrial production – its share in the gross regional product is 20.3%. By the end of 2022, the industrial production index increased by 4.3%, which allowed the Penza Oblast to take 2nd place among the regions of the Volga Federal District and 18th in Russia.
Manufacturing enterprises had the greatest influence on this indicator. Their industrial production index was 105.5%. Such areas as the production of finished metal products, except machinery and equipment (an increase of 50% against 7% in the Russian Federation), textiles (an increase of 22.7% against a decrease of 8.3%), food products (an increase of 3.3% against 0.4%), as well as the production of furniture significantly exceeded the national averages.
"The products of the furniture cluster demonstrate their competitiveness in the Russian market. In 2022, the growth of industrial production in this type of economic activity amounted to 11.6%, while in Russia as a whole there was a decline of 2.6%," Maksim Ukhanov said.
In addition to industry, a positive trend is demonstrated by enterprises of the agricultural sector, whose production volume increased by 6.7% in 2022, and in monetary terms amounted to 167.8 billion rubles.
In 2022, the Penza Oblast recorded the smallest increase in food prices (9.3%) among the regions of the Volga Federal District. And according to the cost of a conditional (minimum) set of food products, the region is on the 3rd place in the Volga Federal District and on the 5th in the Russian Federation.
During the briefing, it was also noted that housing construction remains at a high level in the region. In 2022, 2,698 residential buildings with a total area of 829 thousand m2 were commissioned.
The measures of support provided by the regional government, the Ministry of Economic Development and Industry, as well as federal and regional development institutions have made it possible to achieve significant indicators in the development of the economy.
Almaz Khakimov stressed that the most popular among entrepreneurs is financial assistance, which is provided in the form of concessional loans, credits, and subsidies.
Loans on preferential terms at 1% and 3% per annum are offered to industrial enterprises by federal and regional Industrial Development Funds, and the Poruchitel state company allows you to attract additional financing through a microloan or a guarantee system.
"The Ministry of Economic Development and Industry of the Penza Oblast provides subsidies to all industrial enterprises that reimburse up to 5 million rubles for the purchase of new equipment, and to exporting enterprises – up to 500 thousand rubles for the rental of exhibition space and payment of registration fees," Almaz Khakimov said.
Support in the form of grant financing is offered to enterprises by the Innovation Promotion Fund. In 2022, Penza residents received grants totaling 381.2 million rubles for only 3 programs, which is twice as much as in 2021.
Additional benefits are provided for entrepreneurs – residents of industrial technoparks, where investors enjoy the right to a reduced rental rate.
The Minister also recalled the construction of a new industrial site "Zarya", through which it is planned to attract new investments in the amount of 9 billion rubles.
"Penza industrialists can get comprehensive information about state support measures and detailed advice on how to use them from the Entrepreneurship Support Fund, the Ministry of Economic Development and Industry, as well as through specialized Internet services - the Digital SME Platform and the Navigator of Support Measures," the minister concluded.
