Representatives of Rosstandart(Federal Agency for Technical Regulation and Metrology) visited the StankoMashStroy company and got acquainted with the production capabilities of the enterprise, where every fourth machine in Russia is now produced.
Sergey Sevnitsky, Special Representative of Rosstandart, stressed that without the development of means of production, it is impossible to revive industries and form the technological sovereignty of our country.
"The machine tool production is a fundamental industry, which provides equipment for a wide range of enterprisesfor both civil and special purposes. In Penza, we saw a unique phenomenon when a modern factory was created from scratch. The successes in localization of production, import substitution of components and the development of the product line deserve attention," he said.
Sergey Sevnitsky stated that the development of domestic production of machine tool products is one of the priorities of the state in the field of technological safety. Russian President Vladimir Putin, the federal government, and regional authorities are paying close attention to this topic.
At the state level, the task is not only to revive production, but also to create conditions for the development of new models of domestic equipment. In this regard, it is necessary to rebuild the scientific and innovative infrastructure destroyed in the 90s and establish the production of critical components and tools necessary for mass production.
"Visiting enterprises in the regions of Russia, I see that many have retained their competencies. New production facilities have also appeared, as in Penza, which are engaged in import substitution. But there are common problems that hinder development. First of all, they are related to the lack of components. This niche is gradually being occupied by our manufacturers, and somewhere there are also foreign suppliers. But there are no uniform standards, which together affects the quality of the final product – the machine. We are at the stage where strict quality assessment parameters should be applied to products. Russian manufacturers themselves play a key role in this work," Sergei Sevnitsky explained.
In order to increase the level of technological development of the machine tool industry and improve standardization work, the technical committee "Machines" (TC 070) was organized. It consists of about 30 organizations – the most technologically and economically advanced industrial enterprises, representatives of the scientific industry and specialized associations. Penza machine tool builders are among the experts, who, with colleagues from other regions, are forming a national standardization program, participating in coordinating the development and updating of national and international standards in the field of machine tool construction to stimulate the production of competitive domestic products and solve import substitution problems.
"The more standards, the better, because this means better quality. It is the processes of developing domestic GOST standards that contribute to import substitution in the Russian machine tool industry and open up prospects for their own breakthrough results. This is a strategic goal pursued by Rosstandart and unites like-minded people from the business community and science. Penza should step up work in this direction, and we are interested in expanding cooperation," summed up Sergey Sevnitsky.
