The business meeting was held in the Governor's House.
Zhao Gang, a member of the Central Committee of the Communist Party of China, became the first Chinese governor to pay an official visit to the Penza Oblast.
Oleg Melnichenko stressed that this cooperation is of particular importance for our region.
"Interregional cooperation is a priority supported by Vladimir Putin and Xi Jinping," Oleg Melnichenko stated. "The agreement between the government of the Penza Oblast and the People's Government of Shaanxi Province was a breakthrough step in the development of relations with China as a whole."
Oleg Melnichenko noted that the People's Republic of China is the most important foreign trade partner for the Penza Oblast. In terms of the total share, China occupies almost 50%, being in the first place among importing countries. China also accounts for more than 11% of the total export share of the Penza Oblast.
In 2023, foreign trade turnover with the People's Republic of China increased by 63%. Exports of agricultural products and foodstuffs from the Penza Oblast to China have doubled (more than 80% is turkey meat, 11% is confectionery, and more than 8% is sunflower oil).
Oleg Melnichenko focused on the success of the Penza industry development. Over the past decade, industrial production in the region has tripled.
He stated that the Penza Oblast is open for cooperation in various industries, and has a successful experience of working with Chinese investors. Shanghai Electric Group is developing a site in the Shemysheysky district of the Penza Oblast, and plans to create a methanol production facility.
"We are ready to offer investors opportunities that will provide equipment and components for our mechanical engineering, furniture industry, and confectionery production. Of particular interest to us is the creation of a hotel complex, as the influx of tourists to the Penza Oblast will increase from year to year. We plan to expand cooperation in the field of education. Our universities are ready to accept students from China in both existing and new areas of training, " the governor summed up.
"Our province is located in the geographical center of China, with a population of 40 million people," said the governor of Shaanxi. The region has a strong industrial, scientific and technical base. There is a production of electric cars, a large energy, and the largest production site of microchips for Samsung.  Natural gas, oil and coal are being extracted here as well. Shaanxi Province also has a rich cultural and historical heritage, which provides great potential for tourism development."
There are more than 110 higher education institutions in Shaanxi Province with about two million students, which opens up wide opportunities for scientific and technical interaction and student exchange.
"I see a lot of areas for further cooperation between our regions," Zhao Gang added. " The delegation includes representatives of our business circles who are ready to invest and expand."
