A meeting between Oleg Melnichenko and Sergey Sakhnenko took place at the Penza regional government headquarters.
The governor informed the CEO of Rosel Holding that Penza Oblast is a leading hub for domestic instrumentation engineering.

Rosel Holding, part of the Rostech State Corporation, includes five Penza-based enterprises, all of which make a significant contribution to the region’s industrial potential. By the end of 2024, Penza Oblast's industrial production index exceeded 108%, ranking 20th in Russia. The volume of shipped products reached 120% of the previous year’s level.

Melnichenko emphasized that the Russian President has mandated an increase in the share of civilian products at defense industry enterprises to 30% by 2025 and to 50% by 2030.
"It's a challenging task, but as of today, civilian products account for about 39% of our production. We manufacture agricultural machinery, which has become highly sought after in the current economic climate, as well as products for digital communication equipment repairs, modern electricity meters, digitization tools, and remote control stations. Notably, we also produce high-voltage control and measurement equipment for industrial use. This broad range of civilian products is in high demand," Melnichenko noted.
However, he added, workforce availability remains a key issue.

"We are addressing the personnel shortage together with enterprise leaders and educational institutions. We are expanding opportunities for targeted training. For the next academic year, enterprises within the holding have submitted 42 applications for university admissions. We are supporting the work of specialized university departments, opening training labs in colleges, and establishing vocational training centers at enterprises," the governor explained.
A new vocational training center has been launched at Elektropibor, a local production association, to teach high school students essential job skills and train future employees.
"The federal 'Professional Education' program has proven effective," Melnichenko added. "Since last year, Elektropibor has been participating, and we hope other holding enterprises will join as well. We are submitting an application to establish the 'Engineering 58' cluster at the Penza College of Information and Industrial Technologies in 2026. We ask for your support in our workforce training initiatives."
Sakhnenko welcomed the initiative and proposed expanding the program to high schools.
"Not only will we support your workforce training projects, but we also want to ensure that enterprise connections extend to schools, so that we can start preparing students for complex work in the radio-electronics industry while they are still in high school," he stated. "We will do everything necessary to launch this new initiative properly."
He also expressed gratitude for the regional government’s efforts.

The coordinated efforts of the Penza Oblast team directly impact local operations, allowing for quick decision-making and adaptation to changing circumstances, ultimately improving management efficiency. Your contribution is invaluable," Sakhnenko concluded.
