A working meeting between the heads of the Russian and Uzbek regions took place in Samarkand.
The parties discussed in detail cooperation issues previously outlined at the anniversary exhibition "Innoprom. Central Asia" in Tashkent.
Samarkand Oblast, one of Uzbekistan’s key tourist and industrial hubs, is actively developing ties with Russian regions. Since 2017, trade turnover has increased sixfold, with a 15% rise since the start of 2025, driven by the opening of Trade Houses in several cities. Over 90 joint projects in construction, food processing, machinery, and light industry are operational with Russian capital.
Adiz Boboyev, hokim (head of the regional government), expressed intent to strengthen collaboration with Penza Oblast. A Samarkand delegation visited Penza in 2024, conducting business negotiations and touring local enterprises.
"Personally, I have rediscovered Penza as a region with unique potential in industry, agriculture, and healthcare," stated Boboyev.
He highlighted interest in cooperation with Penza-based companies:
TsESIS: Production of security and physical protection systems.
Motor Technologies: Launch and assembly of cleaning equipment.
Lenkomtek: Manufacturing of municipal and agricultural machinery.
SV-Mebel: Establishing a furniture factory targeting domestic and export markets.
Samarkand also seeks partnerships with MedInzh, Damate Group, the Severyanin confectionery factory, and the Kvantorium NEL children’s technopark.
Boboyev emphasized readiness to provide infrastructure-equipped land plots, tax and customs incentives, logistics support, personnel recruitment, and comprehensive project assistance.
Samarkand aims to expand exports of food and horticultural products. "Your fresh and drief fruits are highly sought-after in Russia. There is potential to collaborate with our retail chains," noted Penza Governor Oleg Melnichenko.
Melnichenko underscored Penza’s geographic advantages and transport network for trade routes.
Both sides plan to deepen ties in education, youth policy, sports, and culture.
To formalize cooperation, the Samarkand Oblast hokimiyat (government) and Penza Oblast government signed an agreement on international and foreign economic collaboration in trade, technology, and humanitarian spheres.
