The rating was prepared by the Association of Clusters, Technology Parks, and Special Economic Zones of Russia with support from the Russian Ministry of Industry and Trade. The study covered 89 federal subjects.
According to the National Ranking of Russian Regions, Penza Oblast in 2025 entered the top twenty regions demonstrating the highest results in developing cluster initiatives aimed at enhancing economic competitiveness, stimulating innovation, and fostering cooperation between business, science, and government.
Currently, the region hosts seven priority industry associations: the biomedical cluster "BioMed," the instrument engineering cluster "Security," the light industry cluster "LegProm," the confectionery cluster "Union of Penza Confectioners," the information technology cluster "IT-Cluster," the wood processing and timber housing cluster, and the interregional machine tool building cluster "PenzaStankoMash."
Approximately 200 enterprises are united within these associations.
