The meeting took place during the working visit of the First Deputy Chairman of the Russian Government to Penza Oblast.
The dialogue began with a discussion of issues related to social support for enterprise employees.
An agreement was reached to pilot corporate nursery and kindergarten facilities in Penza Oblast using public-private partnership mechanisms, aiming to create optimal conditions for employees and enhance the personnel potential of regional industries.
The Governor informed the First Deputy Prime Minister about key socio-economic indicators of Penza Oblast.
"Taking 2024 data, the regional GRP exceeds 743 billion rubles," informed Oleg Melnichenko. "Its growth compared to 2021 is over 203 billion rubles. Final 2025 figures will come later, but we forecast approximately 775 billion rubles. This allows us to confidently state we will reach a trillion rubles by 2030. I consider this a very strong development indicator for our region."
The industrial production index for the region from January to November 2025 exceeded 101%. Goods worth 518 billion rubles were shipped, with the majority coming from manufacturing industries. Volume growth compared to the same period last year is about 9%.
Industrial enterprises in Penza Oblast employ approximately 81,000 people. Average wages in the sector exceed 73,000 rubles per month, specifically in manufacturing industries exceeding 80,000 rubles. Growth compared to the same period last year is 19% and 12.7%, respectively.
Denis Manturov highlighted opportunities provided by the national project for technological leadership "Means of Production and Automation" and recommended Penza Oblast actively utilize them. He noted that the state compensates up to 50% of costs for purchasing Russian-produced robots.
Penza Oblast is also actively working to improve labor productivity and implement lean manufacturing principles as part of the federal project "Labor Productivity."
Oleg Melnichenko noted that participation in the project has increased output by 22% and reduced production process duration by 24%. By 2030, at least 88 enterprises across various sectors in Penza Oblast are expected to participate in the federal project.
