Oleg Melnichenko and Davlatali Said Sign Cooperation Agreement Between Penza and Khatlon Regions

The heads of the Russian federal subject and the region of the Republic of Tajikistan held a working meeting at the Governor's House.
The meeting took place in an expanded format, with the participation of regional and local government officials from each side. An advisor to the Embassy of the Republic of Tajikistan in the Russian Federation also took part.
As Oleg Melnichenko noted, Tajikistan is among the top ten largest partner countries for Penza Oblast. Over the past five years, export volume to the regions of the republic has increased 1.3 times, while Tajikistan's share in the region's total exports has nearly doubled. Export volume has approached 1 billion rubles.
Penza enterprises supply meat and dairy products, fats and oils, and confectionery goods to the regions of the Republic of Tajikistan. The region also exports agricultural products, equipment and apparatus, timber and furniture, as well as household appliances.
In 2025, imports of knitwear from Tajikistan were organized for the first time.
The Governor of Penza Oblast noted the enormous potential for trade and economic relations, considering that Khatlon Oblast is actively developing its mining, manufacturing, food, and light industries, while also serving as a major energy hub and one of the leading regions for cotton production not only in Tajikistan but throughout Central Asia.
"Our interest in cooperation was confirmed at the 10th International Investment Forum 'Khatlon Invest 2025' in Bokhtar in November of last year. We managed to find partners for joint projects in trade and industrial cooperation," Oleg Melnichenko recalled. "During the forum, Vice-Governor Sergei Valerievich Fedotov informed you about the opportunities for our cooperation not only in economics but also in education, tourism, and cultural exchange. We need to realize these opportunities as fully as possible."
"We are carefully studying the achievements of Penza Oblast in the fields of mechanical engineering, instrument manufacturing, and agricultural processing. I am confident that industrial capabilities will provide us with ample opportunities for industrial cooperation," emphasized Davlatali Said, Chairman of Khatlon Oblast.
The meeting concluded with the signing of an agreement between the Government of Penza Oblast and the executive body of state authority of Khatlon Oblast on cooperation in trade, economic, scientific, technical, and humanitarian spheres.
For Penza Oblast, this agreement marks the first of its kind in relations with the Republic of Tajikistan.
