As part of the St. Petersburg International Economic Forum, the results of the national rating of the investment climate in Russian regions were presented. Based on the results of 2025, Penza Oblast improved its position, rising from 19th to 16th place. Over the years of the rating's existence, the region has demonstrated steady progress in improving the business climate among the constituent entities of the Russian Federation.
This achievement was made possible through work on improving the business environment. In particular, growth was noted in the indicators "Assessment of the effectiveness of the specialized organization for attracting investment and working with investors" and "Assessment of investment infrastructure facilities."
Penza Oblast ranks 5th in the indicator "Assessment of conditions created for the development of export activities." Its position in the rating of export support centers has also improved. In the new area "Innovation Infrastructure," the region took 9th place in the indicator "Share of small innovative organizations."
Positive dynamics are also observed in a number of other business support indicators.
The National Rating of the Investment Climate of Regions has been compiled by the Agency for Strategic Initiatives since 2014 by order of the President of the Russian Federation. The rating evaluates the efforts of regional authorities to create favorable conditions for doing business and identifies best practices. Its results stimulate competition for investment at the regional level. The rating is calculated based on 127 indicators in 8 areas: real estate, engineering networks, business protection, business support measures, export activities, infrastructure and technology, human resources, and market development and competition.
