Over five years, investment in the economy of Nizhnelomovsky sub-district has exceeded 27 billion roubles. The real economy employs more than 11 thousand people, at that more than 5.5 thousand new jobs have been created in recent years. Companies operating in this municipality continue to boost production.

However, the sub-district can no longer provide enterprises with staff due to the lack of available workforce.
In particular, this problem affects Damate Group.

 “The launch of new production facilities will require near one thousand employees,” Rashid Khayrov, Director General of the group of companies, noted. “The labour potential of Nizhnelomovsky sub-district is almost exhausted. We need an influx of manpower from other places”.

 Owing to the expansion of the project to produce turkey up to 15 thousand tonnes per year, the company plans to construct several new facilities in Nizhnelomovsky sub-district. They are a plant for advanced processing of turkey meat, a sunflower processing factory, and logistics terminals for freight transportation. As a result, about 1000 new jobs will be provided.

 “There is a great need for social development in Nizhnelomovsky sub-district, where Damate Group is expanding production,” Ivan Belozertsev stated. “Human resources are essential for any organisation. In addition to decent salary, people care about available housing, pleasant urban environment, and well-developed infrastructure”.

 “Employees already go to work at the enterprises located here from other sub-districts of the region. In the future they will possibly take up permanent residence, they can move from other regions and from abroad. However, we should create favourable living conditions to make them want to live and work in the Penza region,” the governor added.

 Rashid Khayrov reported that the company has the programme for advancing Nizhnelomovsky sub-district, which encompasses two directions: improving social welfare infrastructure in the municipality and building roads near the enterprises of Damate Group.

 The project specifically envisages the reconstruction of a 42-apartment house and the construction of a staff dormitory accommodating 600 people with landscaped space and sports ground. Both facilities will be commissioned this year.

 The meeting participants discussed the possibility of building new housing complexes in the city of Nizhny Lomov, as well as in the nearby suburbs. Thus, Termodom Company has developed the project of the residential block “Fairy Tale” in the south-eastern part of the city, where 19 multi-apartment five-storey houses will be erected.

 “The group could acquire ownership in new housing for motivating the developer to upgrade the neighbourhood. Then Damate Group would provide it to employees with an option to purchase,” Ivan Belozertsev proposed.

 He instructed to explore the issue of advancing utility infrastructure in the future residential neighbourhood.
“We need to approach this problem beforehand in order to promptly implement the project, which will give a new impetus to the development of Nizhnelomovsky sub-district,” the governor summed up.
