Ivan Belozertsev gave comments upon the initiatives mentioned by Vladimir Putin in his Message to the Federal Assembly of the Russian Federation on Wednesday February 20th, 2019.
The topic of environmental safety was highlighted on a joint meeting of the federal parliament chambers.
“And, perhaps, the sorest topic is the situation with municipal waste. As you might remember, the first time we heard about it was at one of my “Direct lines”. Indeed, the so called garbage problems haven’t been taken care of, maybe, for a hundred years, which means never really. Many refuse dumps are overfilled; this garbage has been piling up there for decades. The dumps have turned into mountains of junk close to residential neighbourhoods” – stated Vladimir Putin.
“I address all officials of all levels: it is absolutely unacceptable to act like nothing is out of hand, to dodge the question, to turn your back to the demands of citizens. Of course these questions are complicated, but complicated questions also must be dealt with by all means” – instructed the Country’s Leader.
The president reminded that starting from this year the country switched to a new system of solid municipal waste disposal. He underlined that if everything would come down to increased fares for garbage disposal, than it couldn’t be called work, but profanation. In his opinion, people should be able to see what they pay for and what real changes take place.
“It is necessary to put things in order in this sphere, to get rid of shady organizations bearing no responsibility and only gaining super-profits dumping garbage wherever and however they want. We must establish a civilized and safe system of waste management, recycling and utilization” – stated the Head of the State.
Commenting on this topic of the Message, the Head of Penza region pointed out that our region had already begun adapting the system of solid municipal waste disposal.
“We have completed the main preparations – the regional legislation has been enacted, the territorial scheme of solid municipal waste management has been approved, the procedure, waste disposal standards and logistics have been determined” – reminded Ivan Belozertsev.
“Literally yesterday this topic was discussed on a conference call of the Chairman of the Russian Government; we received several ordinances that are currently being fulfilled in Penza region. Today, the RF President has designated paths to deal with a number of environmental problems typical for all Russian regions. In his Message the Head of the State highlighted that the main result of transformations was qualitative changes in this sphere, emphasized the necessity of attracting broad public monitoring over the process of environmental problem solving and, in particular, regarding the problems of solid municipal waste disposal, storage, transportation and utilization. All these issues deserve special attention; we are to work in the given direction” – concluded the Governor.
