Thus, the Guarantor micro-credit company launched a new anti-crisis product for entrepreneurs operating in the industries that were most seriously affected by the consequences of the coronavirus infection spread, in particular: hotel and tourist business, public catering, activities to provide household services to the population, culture, sports and leisure.
Entrepreneurs may get microloans up to 5 million rubles for up to 3 years. The interest rate is equal to half of the Bank of Russia key rate set on the agreement conclusion date. The loan can be used both for the purchase of fixed assets and for the payment of wages.
Also, on an individual basis, business entities will be granted deferred payments on the main debt for up to 6 months on previously issued microloans.
The Guarantor company will be capitalised 103 million rubles, which will increase the number of microloans issued.
For existing borrowers who have difficulties paying current payments on loans secured by the Guarantor, it is possible to restructure the debt without commission and penalties.
The Governor drew attention to the need to meet the deadlines for the start of the spring sowing campaign.
"We need to call each head of an agricultural company and find out what applications for the purchase of seeds have already been issued and what amount of seeds they need and where they plan to buy them. It is necessary to provide assistance to each agribusiness enterprise", - he instructed Andrey Burlakov, the Deputy Head of the Government and the Penza Oblast Minister of Agriculture.
Ivan Belozertsev instructed to develop an additional set of anti-crisis measures taking into account the epidemiological situation in the region. He emphasised that all measures should be coordinated and financed.
Another topic of discussion was the resumption of work of a number of enterprises that perform state orders.
The Governor ordered to work out how to take employees of these plants there by official transport with mandatory compliance with sanitary and hygienic standards.
"Security measures must be observed. Our task is to minimise the number of people's contacts during trips to work and back," he stated.
Discussing the situation, members of the government reported to the Governor that legal entities and individual entrepreneurs engaged in the most affected sectors of the economy and working on the areas of regional or municipal property will be exempt from rent during the high-alert regime on the region's territory, and other business entities will have the opportunity to delay the payment of rent. It should be noted that deferred rent also applies to tenants of federal property.
At the moment the Government is working on reducing the rates for a single tax on imputed income and a simplified tax system for entrepreneurs who are included in the list of the most affected industries.
The decree of the Governor imposed a moratorium on inspections by executive authorities with powers in the field of control and supervision, save those inspections that are based on causing harm to the citizens' life and health.
A bill is being prepared to introduce a tax on professional income for self-employed citizens in the Penza Oblast from July 1 this year.
At the federal level, by Vladimir Putin's initiative, a number of anti-crisis measures have also been taken to support businesses.
Since April 1, 2020, small and medium businesses have halved the amount of insurance premiums from 30% to 15%. This reduced rate will apply to salaries that exceed the minimum wage. Moreover, this measure is introduced for a long time, so to encourage employers to increase their employees' salary. It is also planned to postpone the payment of insurance premiums for six months for microenterprises with less than 15 employees.
There is a six-month postponement of all taxes for legal entities and individual entrepreneurs included in the Register of small and medium businesses, except VAT and personal income tax. For businesses that are not included in the Register, the deadline is postponed for 3 months.
Major banks have started issuing interest-free loans to small and medium businesses for them to pay salaries. The loan amount is determined according to the number of employees of the enterprise, multiplied by the minimum wage and by six months (the maximum loan term), the rate is 0% per annum.
