The personnel reshuffle was announced at a briefing session held in the regional government on Monday, October 4, 2021.
"As I promised, the reform of the management system is entering its final phase," Oleg Melnichenko stressed. "A decree on registration of newly created Penza Oblast executive authorities has been signed this morning. I remind you that we are forming 19 enlarged executive authorities to replace the existing 25."
"I think that this structure will allow us to avoid all kinds of bureaucratic problems and remove unnecessary barriers so that to work more effectively in the planned areas of activity," the head of the region added.
Nikolay Simonov remains the acting chairman of the Penza Oblast Government. He will supervise the regional ministries of Finance and State Property, as well as the Department for Tariff Regulation and Energy Conservation.
Sergey Fedotov has been appointed Vice-Governor - Chief of Staff of the Governor and the Penza Oblast Government. He is in charge of activities of the representative office of the Penza Oblast Government at the RF Government, the regional Ministry of Public Security and the Department of Archives. He is also responsible for ensuring the magistrates' activities.
"The Ministry of Internal and Information Policy is subordinated directly to me," stated Oleg Melnichenko. "This week we will form and register a new executive authority and next week we will begin its staffing in a reorganised form."
Viktor Kuvaytsev, First Deputy Chairman of the Penza Oblast Government, oversees the regional Ministries of Forestry, Hunting and Nature Management, the Ministry of Construction and Road Management, the Ministry of Housing, Communal Services and Civil Protection.
Oleg Yagov, First Deputy Chairman of the Penza Oblast Government, supervises the regional ministry of Education and that of Fitness and Sports, as well as the sector for ensuring the activities of the Commission on Juvenile Affairs and protection of children's rights.
Aleksey Kostin, Deputy Chairman of the Penza Oblast Government, is now in charge of the regional Ministry of Digital Development, Transport and Communications.
"He is also personally responsible for the implementation of an investment project associated with an investment budget loan provided to the Penza Oblast. It is a project related to the modernisation of public transport in the Penza city agglomeration," the governor noted.
Larisa Ryabikhina, Deputy Chairman of the Penza Oblast Government, oversees the regional Ministry of Culture and Tourism, as well as the Department for the Protection of Historical and Cultural Monuments.
Valery Bespalov, Acting Deputy Chairman of the Penza Oblast Government, is responsible for the regional Ministries of Economic Development and Industry and the Ministry of Agriculture.
Vyacheslav Kosmachyov, Acting Deputy Chairman of the Penza Oblast Government, is to supervise the regional Ministry of Health and the Ministry of Labour, Social Protection and Demography.
