The document was signed by the Governor Ivan Belozertsev and the chairman of the board of directors of the corporation Roman Trotsenko on a meeting held in the framework of Saint-Petersburg International Economic Forum on Thursday, June 6th, 2019.
“Economists and sociologists assume that public-private partnership nowadays is one of the most promising areas of development of infrastructure projects in regions. “Novaport” holds or manages controlling interests in 14 regional airports and minority interests in a couple more cities, and therefore I am confident in our cooperation”, noted the Head of the region.
The Governor reminded that upon the order by the Government of Penza region there had been developed a Conception of new airport building construction, but it is open to alterations to have the most up-to-date project meeting all the modern requirements on the output.
“I hope this meeting today will be productive for both of the parties. I am always open for a dialogue and prompt reacting to matters of business inevitably occurring at the implementation of large projects, but all of them, one way or another, are solvable”, summarized Ivan Belozertsev.
The last reconstruction of the passenger terminal of Penza airport built in 1963 was carried out 16 years ago. For this period of time the passenger traffic has increased several times. For the last 4 years only, from 2014 to 2018, the traffic grew from 74,5 thousand to 181,5 thousand passengers per year. At the same time the traffic capacity of Penza airport, where there are no arrival area and baggage claim, has remained the same.
In February 2019 the airport construction project was discussed by the Council of the Federation of the Federal Assembly of the Russian Federation. Based on the discussion results the Ministry of Transport of Russia was assigned to work out a possibility of implementing the said project (including applying mechanisms of public-private partnership). On the meeting with Ivan Belozertsev the director general of “Novaport Holding” OJSC Sergey Rudakov confirmed the company’s interest to participate in this project.
“Novaport” is the largest network of regional airports in Russia holding or managing controlling interests in 14 regional airports (Novosibirsk, Chelyabinsk, Volgograd, Tomsk, Astrakhan, Chita, Tyumen, Perm, Murmansk, Kemerovo, Mineralnye Vody, Kaliningrad, Ulan-Ude, Vladikavkaz), as well as minority interests (48-49%) in airports of Barnaul and Stavropol.
Attraction of the corporation to implement the complex project of Penza airport
reconstruction in the framework of public-private partnership will make it
possible to significantly increase the traffic capacity and to adjust the
airport to meet modern standards of security and access to
physically-challenged people, as well as to improve the comfort level for
passengers.
