The Federal Compulsory Medical Insurance Fund monitors the quality of territorial compulsory medical insurance funds' financial management in order to improve its quality and the efficiency of expenditures in the budgets.
Monitoring is a regular collection and analysis of information about the financial management state, as well as a subsequent assessment of its quality.
When monitoring the quality of financial management, the following indicators are calculated: accuracy of financial planning, effectiveness of accounts payable management, timeliness of inter-territorial settlements, compliance with financial discipline, etc.
According to the results of financial management quality monitoring for 2019, the Penza Oblast Territorial Compulsory Medical Insurance Fund took 1st place in the rating among 86 administrative units of the Russian Federation, scoring 94 points out of 100.
