This instruction was given to the regional government during an operational meeting on Monday, June 15, 2020.
The Governor recalled that Russian President Vladimir Putin called the population reduction one of the most acute problems of the Penza Oblast.
"This trend is also taking place in other regions, but we all need to pay special attention to the problem. This is always the result of a complex of reasons: medicine, social services, citizens' incomes and much more, but we need to analyse them and offer solutions," Ivan Belozertsev said.
"I regard the task of taking measures preventing a decline in the population in the Penza Oblast as a direct Order of the President. It is necessary to conduct a comprehensive analysis and develop the Penza Oblast Population-Saving Plan for the next 5 years," the head of the region said.
He stressed that the Plan should be drawn up in close cooperation with residents: appeals and instructions from citizens should be the basis of this document.
Ivan Belozertsev's legislative initiative to prevent children under the age of 14 from being found on public water bodies without their parents was the first proposal to the national Population-Saving Plan aimed at saving people's lives. He instructed to develop appropriate amendments to the Penza Oblast law "On the Implementation of Basic Guarantees of the Rights and Legitimate Interests of Children in the Penza Oblast" and send it to the region's Legislative Assembly.
