On Tuesday, August 10, 2021 at the meeting with housing cooperative chairmen the acting head of the region informed that Kuznetsk has been allocated 25 million rubles for this purpose.
A new programme for improving the courtyards of apartment buildings located in the region's towns is being launched on the initiative of the acting governor of the Penza Oblast. The main goal is to make curtilages pleasant, interesting and safe for the citizens and, first of all, children and teenagers.
During the meeting, a local resident told Oleg Melnichenko that the owners of the apartments would love to improve their yard.
"We don't have a playground at all, so firstly we want to install one. There are four large apartment buildings, so there are many children who need a playground," she specified.
Currently, a work flow chart has been developed for holding competitions and providing municipal districts with grants to install yard playgrounds for children. The funds allocated by the regional centre will be used to perform the first steps of this project: to lay a soft and safe surface and to install slides, swings, horizontal bars and other modern playgrounds facilities.
Oleg Melnichenko recalled that the creation of this programme was discussed during the visit of Andrey Turchak, First Deputy Chairman of the Federation Council of the RF Federal Assembly, to the Penza Oblast.
"We need to gather people and talk to them. When installing playgrounds, it is necessary to take into account the residents' wishes as much as possible," the acting governor set the task.
"We will start it this year, and continue next year. The task is to ensure that many courtyard territories are improved not only in Penza, but also in Kuznetsk, Serdobsk, and other region's towns. Funds for these purposes have already been allocated," he added.
According to Oleg Melnichenko, this programme is very important for the citizens.
"The improvement of yard territories and all those places where one lives and walks, and where children grow up is the most important task. We need to create normal living conditions for people. And first of all, there should be modern playgrounds. In addition, renovated courtyards and entrance halls are what everyone needs," the acting head of the region explained.
"The head of the municipality together with his team should determine the list of yards to improve, then go out, talk to people, understand what they want and implement the programme, that is, install playgrounds taking into account the maximum number of votes. Somewhere people might need a comprehensive landscaping and a large playground. There are courtyards with a small territory where we can install a playground with only several game elements. Anyway, there's a need to create a space where people can go out in the evening, sit on a bench, with their children having a place to play. This goal should be achieved not only by Kuznetsk, but also Nizhny Lomov, Kamenka, Serdobsk, Belinsk – all the Penza Oblast towns," Oleg Melnichenko stressed.
The programme is designed for five years. With the funds allocated by Oleg Melnichenko in 2021, it is planned to improve more than 30 yard territories in the city of Penza, more than 15 in Kuznetsk, about 5-7 in each of the following towns: Kamenka, Serdobsk, Nizhny Lomov and Belinsky.
