Oleg Melnichenko: to Form a Personnel Reserve for High-quality Management of the Region
Society 13.09.2021

Forty-eight people won the "The Penza Oblast Is a Region of Opportunities" contest and were awarded on Thursday, September 9, 2021.

That was the project of management selection implemented for the first time in the region. Addressing the participants of the closing ceremony, the acting governor noted the importance of not only winning the competition, but also participating.

"Even if you are not among the people who won an unconditional victory, the path you have traveled and the skills that you have acquired during the participating in the competition will certainly help a lot in your future life," Oleg Melnichenko stressed.

He explained that the selection took into account not only personal competencies, but also professional skills, stress resistance and the ability to solve a large amount of tasks in a very short period.

"The result of this competition is that the Penza Oblast will be replenished with new outstanding young professional personnel. We will be able to strengthen our regional personnel reserve. I think that a number of those present here in the hall will be able to receive an offer in October and continue to work in a new capacity if you want it, of course. Therefore, I congratulate those who have successfully passed all the stages of a rather complex and tough personnel selection. Well done!" the acting head of the region said.

According to him, the experience of finding competent managers will be used in the future, when improving the management system in the Penza Oblast.

"In the future, this will probably change the approach to the formation of the management system of our region. The main goal is not only to create a personnel reserve. The eventual aim is to apply your efforts, knowledge and competencies for quality management of the region," Oleg Melnichenko summed up.

Rashid Khayrov, Chairman of the Supervisory Board of the regional personnel competition, General Director of the Damate Group of Companies, in turn, noted that the project fully met the expectations.

"I am sure that this contest will change each participant's life for the better. New knowledge, new experience, new acquaintances and partnership are the key to successful progress. At the beginning, we repeatedly stressed how great the expectations from this competition are – and I can say that they were fully satisfied. The competition helped not only to select motivated managers, but it also laid the highest standards for the further personnel work of our region's public authorities," Rashid Khayrov said.

"I also thank the organisers and partners of the project. They have done a huge work and the organisation is beyond praise," he added.

Notably that the regional personnel competition "The Penza Oblast Is a Region of Opportunities" started on June 23. 4,402 participants were registered in the competition. After the remote stage, 222 people received an invitation to the final. 169 finalists took part in the evaluation conference, where 48 winners were determined.

The project was implemented in the region for the first time, aiming at identifying and promoting promising managers who are ready to work to help the Penza Oblast develop further. The project was launched by the Penza Oblast Government with the support of "Russia - the Country of Opportunities" non-profit organisation.

All the winners will be included in the reserve of managerial personnel of the Penza Oblast, will join the expert club and will be able to take part in the educational programme "Managerial Skills Development".

And the 10 winners who showed the best result will be trained at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation under the programme "European Management: a system of effective management based on delegation of authority and responsibility" and will undertake an internship in the Republic of Serbia in October this year.
