Oleg Melnichenko held a working meeting with Aleksey Volnov, Vice President of Gazprombank JSC, who told the Governor about several areas of activity of the bank. One of them – banking support for the implementation of government contracts - allows controlling the expenditure of budget funds, monitoring accounts for the execution of the contract and informing about the results of spending public money.
Aleksey Volnov shared the Gazprombank's experience in financing infrastructure and public-private projects in other Russian regions.
"Thanks to our operational reporting system, we can show who and how spends money during the implementation of the state contract," explained the representatives of Gazprombank. "This disciplines the performers, helps to exclude unjustified advance payments, which is important, since the current federal law restricts some financing between the customer and the general contractor."
According to Aleksey Volnov, the bank provides a range of services to give an additional guarantee that the contractors would comply with the obligations established by the customer. It is also a guarantee of the execution of government contracts in general.
Oleg Melnichenko instructed to work out two large government contracts using Gazprombank's support system in a pilot mode.
"Let's try how it will be implemented in real life. The system of detailed control over the expenditure of public funds is a modern approach," the Governor noted.
The parties considered several public-private partnership projects, especially those in the field of healthcare. They also discussed the possibility of introducing an automatic fare payment system in the region's public transport by attracting investments from the bank.
