Oleg Melnichenko Instructs to Form Regional Programme for Children's Health Camps Overhaul

On Monday, December 6, 2021 Oleg Yagov, First Deputy Chairman of the regional government, reported to the Governor on the organisation of the children's health campaign in 2022 and measures to improve the facilities and resources of country camps.

He said that on behalf of the Governor, letters were sent to federal authorities with a proposal to launch a new federal programme to construct and repair children's health camps.

"Camps have not been built practically since the Soviet period," Oleg Yagov explained. "According to the statistics for the Penza Oblast, the last children's health camp was built in 1989."

"There is a question of the reconstruction of camps, maybe even the construction of new facilities for children's recreation," he added.

Currently, there are 13 country camps in the Penza Oblast. There are also institutions that are 90 percent ready to work, but there are no funds in municipal budgets to complete repairs.

"For example, there is a children's health camp called Zelyonaya Polyana in the Shemysheysky district. I went there myself. It is a great place, not far from Penza, so it would be possible to include this camp to the working ones," Oleg Yagov suggested.

"I also propose to instruct the Penza Oblast municipalities to start developing design and estimate documentation for the overhaul of children's health camps from 2022," he added.

The Governor approved of these initiatives and instructed to form a regional programme for the children's health camps overhaul.

"Form a regional programme. I will support these decisions. Now we will look at the budget in the second and third readings, and let's add these purposes to the expenditure lists in December. I think that the programme should be a five-year one. Gradually, from year to year, we will invest funds and bring the facilities and resouces of suburban children's recreation camps into proper condition," the Governor set tasks.

To date, there is an updated design and estimate documentation for the overhaul of the Yunost children's health camp. It is planned to overhaul one of the buildings and repair the facades of three buildings.

The well-known Stroitel camp, located next to the station Nikonovo in Gorodishchensky district, needs renovation of the assembly hall and arrangement of sports facilities and recreation areas. In addition, these two camps, which are in demand by the younger generation, need to increase their capacity.

In the Kuznetsk district, the Luch camp is very popular. The administration of the municipality has prepared design and estimate documentation to the repair the roofs of a residential building and the dining room in the camp.

There is a good camp Beryozka in the Kamensky district. It also needs repairs: it is necessary to restore the roofs on three buildings and to modernise the pool. Thanks to Oleg Melnichenko's decision to create a regional repair programme, it becomes possible to use these and other camps next season to organise truly comfortable and safe holidays for the Penza Oblast schoolchildren.
