Penza Oblast Among Top Ten Regions with High Quality of Electronic Public Services

The Ministry of Economic Development of Russia summed up the results of 2021, assessing the parameters that affect the quality and convenience of electronic public services (completeness of information about the service, convenience of submitting an application, informing about the status of the application in the personal account, and reducing the number of visits to departments).
The Penza Oblast took the 9th place, improving its previous result in the 2020 ranking by 4 positions, overtaking the Ulyanovsk and Tyumen Oblasts, the Udmurt Republic and the Kamchatka Krai.
The leaders of the rating, as well as last year, were Moscow, the Moscow Oblast, and the Tula Oblast. The top ten also included St. Petersburg, Rostov Oblast, Novosibirsk Oblast, Stavropol Krai, Belgorod Oblast and Samara Oblast.
The list of monitored regional and municipal services included the most demanded socially significant services for individuals and individual entrepreneurs provided on the unified portal (EPSU) and on regional portals of state and municipal services.
The most popular services on the unified portal are traditionally "Doctor's appointment", "Registration for vaccination against COVID-19" and "Informing registered persons about the status of their individual personal accounts". Last fall, the section "Participation in the population census" was also among the popular services.
The most popular electronic services on the regional portal are social ones ("Appointment and payment of a monthly allowance for pregnant women", "Appointment and payment of a monthly allowance for nursing mothers"). These services are provided entirely in electronic form and do not imply the need to deliver copies of documents to multifunctional centres and departments of social protection of the population.
